Cecan was born in Istanbul in 1946. After elementary school at the Kalamış İlkokulu, he attended Işık Lisesi and upon his
graduation studied at the Faculty of Economics of Istanbul University. His first started working with photography and 8mm
film in 1958. He made his first underwater film in 1964. In 1975 he brought the first 8 mm
underwater camera cabin from Italy.
In 1982, Cecan was elected Vice President of the Istanbul Skindivers' Club. Cecan began
to produce cabins for video cameras in 1984. In 1988, he realized the first Turkish
underwater documentary for TRT. Cecan won his first prize for underwater film in 1982.
After 1990, he won numerous prizes in world and international festivals and participated in
conferences, panels and film presentations on underwater documentation in elementary,
secondary schools and universities, divers' clubs, Lions Clubs and various institutions.
Cecan directed the Film-
and gave conferences and presented films for underwater film and photography training.
Cenan also gave conferences and presented films on underwater imaging and documentary filming at Istanbul University,
Yıldız Technical University, Bosphorus University, Bahçeşehir University, Çanakkale 18 Mart University, Uludağ University,
METU, Marmara University, Mimar Sinan University, Işık University, Maltepe University, Dokuz Eylül University, Ege University
and French Cultural Center.
His articles on underwater filming, photopgrafy and documentary filming were published in various magazines as of 1987.
